The page rank portion of Google's toolbar displays how the
largest search engine in the world ranks your site. This greatly
affects a sites search engine positioning in Google as well as can
give you a brief idea of how search engines view your site as far
as quality. Generally if a site ranks well in Google, it will rank
well in other search engines.

Google offers this to internet surfers through the Google

Google's page rank is simply how the search engine ranks the
importance of a website. The quality of content of a website is one
of two general areas Google's search engine inspects when ranking a
website. Content includes text, image alt codes, title,
description,page size, organization, and many other methods to
ensure your site is the best page for it's surfers. The second
general area that Google as well as most other search engines
calculate is how many incoming links lead into a website. The
amount of incoming links does not matter as much as the importance
of the website in which the incoming link originates as well as if
the website holds a related topic and that it also has a good
standing within search engines.
